В статье анализируются вопросы, ответы на которые позволяют составить объективную картину установления власти Советов в Сибири после Октябрьского переворота в Петрограде. Большевики и их сторонники в Сибири стремились форсировать установление власти Советов. Такая поспешность объяснялась заразительностью примера столичных товарищей, желанием оказать им поддержку, жаждой приобретения личной и групповой власти, уверенностью в собственных способностях решить насущные проблемы. Местные радикалы использовали разнообразную тактику и широкий арсенал практик, которые детерминировались объективными условиями и определялись нравственным уровнем действовавших политических акторов. Они широко применяли вооруженную силу, осуществляли единичные и массовые акты насилия, создавали чрезвычайные органы власти, вводили военное положение, лгали и распространяли недостоверную информацию. Большевики и их союзники сначала провозглашали установление власти Советов, а реально управление в свои руки брали намного позже. Этому препятствовали сопротивление служащих и отсутствие собственных специалистов, способных занять должности. В результате к лету 1918 г. Советы относительно надежно утвердились только в городах, тогда как в сельской местности этот процесс был далек от завершения.

The article analyzes issues that may shed light on the process of establishing Soviet rule in Siberia after the October Revolution in Petrograd. The Bolsheviks and their supporters in Siberia sought to gain control over territory as soon as possible. Such hurry was due to the infectious example of the comrades in the capital, the desire to support them, the thirst for getting personal and collective power, and confidence in their abilities to solve urgent problems. Local radicals used a variety of tactics and practices, determined by objective conditions and the moral level of political actors. In some cases, they tried to negotiate with moderate socialists and non-party people and made compromises and agreements with them. But sometimes they used armed force without any doubt, resorted to individual and mass acts of violence, created emergency authorities, introduced martial law, lied, and disseminated false information. Usually, the Bolsheviks and their allies in the first instance proclaimed the establishment of Soviet rule, but they actually took control much later. This was prevented by the resistance of government employees and the lack of specialists capable of taking positions. As a result, by the summer of 1918, the Soviets had relatively firmly established their rule in Siberia but only in the cities, while in the rural areas this process was far from complete.
