В статье впервые в новейшей отечественной историографии дана обобщающая картина ключевых событий, направлений, этапов и результатов общественно-политического развития Сибири в марте — октябре 1917 г. Анализируется ликвидация царского государственного аппарата и создание революционных органов управления, констатируется радикальное обновление административно-политической элиты Сибири. Утверждается, что активность местного населения, вызванная революцией, нашла свое воплощение в создании разнообразных институтов гражданского общества. Формулируется вывод, что главные общественно-политические события и процессы в Сибири происходили преимущественно под влиянием двух факторов: импульсов, которые исходили из столицы, и ухудшавшихся местных социально-экономических условий. Они способствовали снижению работоспособности и авторитета правительственных структур, дальнейшему усилению хаоса в сфере государственного управления. На этом фоне осенью 1917 г. резко возросло значение двух новых акторов: областников и большевиков. В условиях ослабления центральной власти и усиления анархии областничество стремилось играть роль стабилизирующего мотиватора. Прямо противоположную цель преследовали большевики. Через провозглашение власти Советов они стремились установить собственное господство.

For the first time in modern Russian historiography, the article provides a general picture of the key events, directions, stages and results of the socio-political development of Siberia in March — October 1917. It analyzes the liquidation of the tsarist state apparatus, the establishment of the Bolshevik revolutionary government, and the radical renewal of the Siberian administrative and political elite. The article argues that the activity of the local population, caused by the revolution, resulted in the creation of a number of civil society institutions. It concludes that two factors influenced the main socio-political events and processes in Siberia the most: the impulses from the capital and the deteriorating local socio-economic conditions. Both decreased the efficiency and authority of government structures and further intensified chaos in the public administration sphere. As a consequence of this power dynamic, in the autumn of 1917, two new political actors strengthened their positions — the regionalists (oblastniks) and the Bolsheviks. In the context of the weakening of the central government and the deepening anarchy, regionalism (oblastnichestvo) was keen to become a stabilizing motivator. The Bolsheviks pursued the opposite goal. Through the proclamation of the power of the Soviets, they sought to establish their dominance.
