В статье анализируется значение ключевого лозунга большевиков «Вся власть Советам!» на разных стадиях революционного процесса в Сибири. Утверждается, что сначала этот лозунг играл главную роль в организации и мобилизации трудящихся с целью захвата ими государственной власти. В дальнейшем он послужил основанием для понимания значительной частью Совдепов своей организации, деятельности и компетенции как располагающих всей полнотой власти на местах и независимых от вышестоящих инстанций. Результатом таких взглядов и практики стало отсутствие субординации в строящейся властной вертикали, возникновение противоречий и конфликтов между разными ее уровнями. Они препятствовали эффективному функционированию государственного аппарата и даже угрожали единству государства. Тем самым лозунг «Вся власть Советам!» исчерпал свое революционизирующее значение. Напротив, он приобрел опасный деструктивный характер и потребовал скорейшего изживания. Весной — в начале лета 1918 г. местные Совдепы Сибири лишились избыточных властных прерогатив. Под давлением верховных правящих инстанций и тяжелых объективных условий произошло подчинение нижестоящих Советов вышестоящим, усилилась централизация государственных структур. Власть Советов постепенно заменила Советская власть, являвшаяся государственной формой диктатуры пролетариата

The article delves into the meaning of the Bolsheviks’ key slogan “All Power to the Soviets!” at different stages of the revolutionary process in Siberia. It argues that initially, the slogan played a pivotal role in organizing and mobilizing workers to seize the state power. Subsequently, it served as the foundation for understanding the authority, organization, and operation of a significant part of Councils of Deputies (Sovdeps) as possessing full power at the local level and functioning independently of higher authorities. However, this led to a lack of subordination in the emerging vertical power structure, resulting in contradictions and conflicts between different levels, hindering the effective functioning of the state apparatus and endangering the unity of the state. Consequently, the slogan “All Power to the Soviets!” lost its revolutionary essence and took on a destructive character, necessitating its eradication. In the spring and early summer of 1918, local Councils of Deputies in Siberia relinquished their excessive power privileges. Under pressure from higher authorities and challenging objective conditions lower Councils became subordinate to higher ones, centralization of state structures increased. Ultimately, the power of local Councils of Deputies was gradually supplanted by the centralized Soviet authorities, representing the state form of the dictatorship of the proletariat.
