The Supply Department of the Volga German Military Commissariat: Formation and Activities in 1919

Abstract
This article examines the formation and activities of the Supply Department of the Volga German Military Commissariat. Based on the documents from the State Historical Archive of the Volga Germans (Engels, Saratov Oblast), the author attempts to reconstruct the overall work of the department’s military personnel during its first year of its existence. Under the conditions of strict centralization and austerity, constant shortages of uniform and food, and the training of new units for the active Red Army, the staff of the German Commissariat’s supply department repeatedly demonstrated initiative to expedite the resolution of their tasks. Working with a large number of documents received from both central authorities and the district military commissariat, throughout 1919 they managed to establish a system of logistics support in the Volga German Region, as outlined in the Regulations on the Provincial Military Commissariat. Therefore, the performance of the staff of the Volga German Military Commissariat supply department during the period under review should be considered satisfactory.
